These are individuals who exercises initiative by organizing a venture based on a need or opportunity. They have a business idea but are not operating a business. Tier 1 would be provided with assistance in evaluating feasibility of business idea/s, how to establish a business in the formal sector, how to start the business, micro-financing guidance and other assistance to start their business.

Businesses in the Informal Sector
These are entrepreneurs who are operating and serving a specific market however they are not in the formal sector. Tier II would be assisted in guidance on how to formally establish a business in Belize, training in other areas such as sales and marketing, business plan development or other depending on their needs. It should be a measurable goal for SBDCs to guide them and assist them in recognizing and accepting the importance of formalizing their business.

These are registered businesses that are operating for three years or less. They have a market and are seeking to increase sales, introduce a new product, or venture into a new market. They might need assistance in business plan development to seek financing to expand.

Established Businesses
These are registered businesses that are operating for more than three years. These clients would be assisted with market research and training to address the assistance that they are seeking which can range from assistance in seeking opportunities for them to expand their business; and guidance or assistance in identifying the problem they are facing and seeking possible solutions.
