Scope of Services

BELTRAIDE invites eligible and qualified consulting firms to submit proposals for the following services for the BELTRAIDE Headquarters Building Project:

  • Feasibility Study
  • Architectural and Engineering Design Services
  • Detailed Construction Drawings and Technical Specifications
  • Costing, Bills of Quantities and Financial Estimates
  • Tender / Procurement Documentation
  • Operational Recommendations

Selection Method — Fixed Budget Selection (FBS)

  1. 1Technical proposals are evaluated in accordance with the criteria set out in the RFP.
  2. 2The firm achieving the highest technical score and demonstrating capacity to deliver within the fixed budget is invited for contract negotiations.
  3. 3Financial proposals exceeding the fixed budget shall be considered non-responsive.

Eligibility & Additional Info

  • Consultants may submit individually or as part of a Joint Venture or Consortium.
  • All costs of proposal preparation and submission shall be borne by the Consultant.
  • BELTRAIDE reserves the right to accept, reject, or annul the process at any time prior to contract award, without liability.
  • This procurement will be conducted in accordance with applicable laws, ensuring fairness, transparency, and equal opportunity.

Clarification Deadline Monday, June 29, 2026 Requests must be submitted in writing.
Proposal Submission Deadline Monday, July 13, 2026 · 2:00 p.m. Late submissions will not be accepted.

  • Written requests only. Submit to the address below within the timeframe specified in the Data Sheet.
  • Responses to all clarification requests will be shared with all prospective consultants in accordance with the procedures outlined in the RFP.
